On April 5th, Song Changhui, deputy director of the Municipal Emergency Management Bureau, led a team to the new area to conduct investigations on the three companies of Chemphy Chemical, Join King Fine, and Sumika-Chemphy, as well as the parking lot and emergency material warehouse of Dagushan hazardous chemical vehicles. A special inspection of the “Field Investigation without Notice and Report” was conducted. He emphasized that local emergency departments and all hazardous chemical enterprises must earnestly implement the requirements of Dalian Emergency Management Bureau's "Notice on Doing a Good Job in Safe Production of Hazardous Chemicals During Qingming Festival" to ensure safety and stability during Qingming Festival.

The supervision team first checked the situation of leadership on-duty of each enterprise, and the leaders and relevant persons in charge of the three companies were on duty. The inspection team inspected the company’s central control room, toxic drug warehouse, dangerous goods warehouse, major hazardous source facilities, restricted space locations and other parts on the spot. Enterprises are required to strengthen refined management, promote electronic label management of hazardous chemicals, strengthen management of special operations such as restricted spaces, improve emergency materials and equipment, do a good job of emergency response, implement a major hazard source guarantee responsibility system, and avoid work as a mere formality.

Subsequently, the inspection team also inspected the operation of the Dagushan hazardous chemical vehicle parking lot and emergency material warehouse in detail on the spot, affirmed the relevant work, and put forward suggestions for further improving emergency equipment. The heads of relevant departments of the Municipal Emergency Management Bureau, relevant leaders and comrades of the New District Emergency Management Bureau and the Emergency Management Service Center participated in the supervision activities.
